Belgian outfit Royal Mouscron-Peruwelz have publicly confirmed that they are in discussions with Chelsea about a partnership agreement.

Chelsea currently work closely with Dutch Eredivisie outfit Vitesse, sending players to Arnhem on loan deals to build up competitive experience in the surrounds of the Netherlands' top flight, while they have first option on talents produced by Vitesse.

The Blues want a similar arrangement with Royal Mouscron-Peruwelz, who have most recently been working closely with French side Lille.

Chelsea are thought to want a deal with Royal Mouscron-Peruwelz due to the fact that the requirements for non-EU players are less strict than in the Netherlands, allowing the Blues to sign foreign talents and ship them to Belgium to play.

Royal Mouscron-Peruwelz vice-president Michel Franceus admits that talks are ongoing with Chelsea, but has played down suggestions of an imminent agreement.
